I finally did a search on this site !. I have found many more people being harrassed by these people. I recieve , sometimes 4 or 5 calls an hour. These people are rude !. I have been off and had Major Back surgery. I tried to take this up with e-bay, but after 20-30 e-mails to there customer service and no reply !. I started recieving calls from these people ( I.C SYSTEMS )

I had first tred answering the phone to explain the situation, that I had tried repeatedly to let e-bayknow what was going on !. I explained to them that the Items in question were put as a Buy-Now on e-bay. I in turn kept recieving someone from whereever doing the buy it now. They were asking to send me checks, and send the system to Nigeria!!!.

It was fraud , I tried writing to e-bay on the fraud and then the cutomer service. No response !!!. Evertime I relisted the item this or several people would open an account and then try to purchase. The amount they wanted to charge me was under $50, but the fact that it was never sold, got no reply from e-bay , but then got these people on me !.

I have been told they will garnish wages, call the other numbers they have in the area, as possible family members. And all from something that never took place. I then after no reply from e-bay, I then cancelled my credit card they had on file. I.C SYSTEMS has been threatening me evr since, Even after trying to explain to them that I had no income because of recovering from surgery.

They continue to call an obscene amout of times per day. I see there number now and I just don't answer the phone. I asked themm about a dipute form ,And they said there is no such thing they have. I believe they have to give you the rite to dipute ???.

Oh their latest scam....

..is to send you a collection letter on behalf of eBay for a delinquent account supposedly in your name. But when you contact eBay (which is a hassle for another ripoff report), they tell you there is NO SUCH ACCOUNT number and they have no idea what the letter is all about, and want a copy of the collection letter faxed to them.

Then three weeks later, you get another letter from I.C. Systems saying the first letter was sent in error. And now you to check your credit report to see if these con artists sent anything erroneously there while trying to defraud you.

I wonder how many people got duped into sending the $50 or so dollars into these muthaf**kers. There needs to be tighter laws about collection.

The state of ohio is one of the worst states in the union, when it comes to comsumer protecting.

a collection agency does not have to be license or bonded in ohio.

in ohio you have 15 years to file a claim on a written contract, but 2 years to file a medical claim, where's the justice in that.

sorry, follow allen advice on what to do, Just don't expect to much help from the state government, Taft and crew really screwed over this state, maybe the new guy will be better.

frequent calls and disputes

First, a response to the number of calls, they are within the bounds of the FDCPA to call multiple times as long as they do not make contact. If they speak with you or leave an answering machine message, they have made contact with you and the FDCPA limits that. IF you do not answer the phone, and they don't leave a message, they have not made contact and continue to try.

Second, they can call possible relatives, but purely to leave messages and for skiptracing purposes. They can not disclose the details of the debt to them, but they can use them for contact only purposes.

Lastly, they do not have to send you a dispute form. You can send a letter of validation, but it sounds like this company may be collecting for E-bay. If they are, you may not be able to discuss with customer service. For example, with the company I collect for, if the account is in collections, customer service will not help at all, unless the account is in current standing.

Send a cease communications letter

Send them a cease communications and verification letter. Send it Return Receipt Requested. Google "cease communications letter" and "verification letter" (this will give you examples of these letters) and "FDCPA". The collection agency does not have to provide you with any dispute forms it's up to you to send them these letters.

Read about the Fair Debt Collections Practices Act (FDCPA), it will tell you that it is illegal to call you with the intent to harass (meaning dozens of calls per day, etc.) and that threatening wage garnishment without first obtaining a judgment is illegal. It will give you your rights. Complain to the Federal Trade Commission and the attorney general of MN and of your state. Find out of OH has a law that collection agencies have to be licensed to collect a debt in your state (in MN they do and the Dept. of Commerce licenses them) and make a complaint with that organization.

If it continues after they receive those letters, contact an attorney!
