I.C. Systems Their customer representatives did not know what they were talking about when I was asking for help to make a payment online. When I spoke to them, they said the same sentence 5 tiems in a row in ord St. Paul, Minnesota

I.C. Systems calls demanding for a payment which is understandable.
However, not getting any help making the payment is what made me mad. I have till August 4th to make a payment, and I want to do it online so I can have a receipt in my hand. Their online system was not working at the time. I asked why, and they said sorry I have no idea. Please make a phone payment.
I told them I did not want to wait for a receipt. And they said "Please make a phone payment" 5 times in a row.... I asked them what else I could do to get a receipt in my hand, and instead of helping, they acted like a robot....
If you read other reviews about this company, they have issues with mailing out receipts, being knowledgeable about their job, and helping you understand the fine writing.
This is why I wanted a receipt from the online system. The lady basically said well the website doesn't work.... phone payment....
I expected her to at least tell me she would look into that so I could make an online payment.
Seems to me they rather have a phone payment, and deal with all the srew ups they make.... Putting me in much more of a bind....
Their attitudes are not friendly, and I'm not sure which is worse (people who speak no English call centers or people that don't know how to do their job right)

First off if you make a online payment they may get your bank account info. Do not do this.
I think you need to contact your attorney General of your state. This varies by state. Most have a agency that regulates these idiots. So a little research on your part. If you want to pay the bill the best thing is to ask for written agreement in your complaint with the A.G office. Personally I would demand they provide debt validation then continue to litigate to payment in full in writing. Do not trust them without an agreement. They will lie and cheat you. So file the complaint with the AG office.
Go to the FTC.gov site and read about the federal Debt collections practices Act. Know your rights. Demand debt validation (proof of debt). You must demand it within 30 days of contact.
Now there are National association of consumer Protection attorneys (NACA). They will some times take a case on contigency. You also can go to Debtorboards. They are a (.com) on the internet. They have people that will listen and advise. Some are attorneys. The advise is free. They do not scam or phish you. They helped me several years ago. When I had identity theft.
I wish you the best. DO NOT GIVE THEM BANK INFO. There threats are nothing. Get them on tape making threats and get an NACA attorney. Keep us informed.
