illinois tollway 8 months and still cant get my money back downers grove, Illinois

Back in Feburary of 2012 we were visting family in chicago and went through a toll a couple times. since we were unfamilar with the area we didnt know it was there and we had no change. we were going to go online and fix it but we forgot. We were then billed for $61.50 for 3 75 cents tolls. I thought it was harsh but I did make the mistake and went to pay it . The site was acting slow when we were trying to make the payment and in turn paid the fee twice. we immeadiatly caught this and took the steps to fix it. They first couple months they just kept saying the steps to get me a refund are in thier system and that it could take 30 days so we left it at that. Months pass and we just gave up till recently called them again 2 weeks ago and they said they would expedite a check 2 weeks later we still havent gotten anything and still cant get a straight answer from them. not to mention every time you call your on hold for forever.
