I had the same on-line payment issues as many others at this kohls web. I had a creit card for 3 years with minimal issues until this Aug-Sept. I tried consistantly to get to my on-line account, change the password, username, with my card number. It all came up invalid, even my card number. We have always paid in full if we used it so no issues there. I called customer service who said thry would send a statement by mail asap but it took a month. When I opened it I had a $25 late fee. It was not my fault as I had tried numerous times to pay. The CS was a nasty person just like in the stores. I have had orders that were not all there even thought the item ws paid for, wrong items in the box, and nasty CS when we went to exchange it. Kohls has gones very far down the wrong road. Too bad. Macys it is from now on.

You said that you called in to customer service. I'm sure they gave or offered to give you your balance and they could have taken your payment over the phone or you could have paid it in any one of their 1000+ stores. Sounds like your efforts to pay your bill were somewhere between minimal and none. Sorry, but based on your version of events this was at least mostly your fault.
