laurel mountain mustang Lied to me about shipping and has yet to return my money, Internet

I ordered a part for my mustang D1ZZ-16856-A 1971-1972 MUSTANG HOOD MOLDING, CHROME  confirmation on 4/27/20012.  It was sent to me promptly but the box was folded in half damaging the part.  I open the box in front of the ups driver who in return to it back.  I cold on 5/18/2012 to find out what happened.  Then they sent me an e-mail to confirm that they did get the part.

This message is to inform you that there will be a shipping delay on the replacement part. We are waiting on the next shipment of hood moldings to arrive. As soon as we receive our shipment we will ship them out to you. Thanks

On 6/20/2012 I sent out an e-mail to inqure on the status of the part and received this in return:  Sorry for the delay, they just came off backorder from our supplier so we should have them here to send out next week

7/19/2012 Three weeks later I asked again on the status of the part. And got this reply in caps

WE ARE ONLY TELLING YOU WHAT THE SUPPLIER IS TELLING US. IM TRULY SORRY FOR ANY INCONVENIENCE THIS MAY HAVE CAUSED, BUT THE PART IS DUE TO ARRIVE HERE NEXT WEEK. I HAVE TRACKING NUMBER AND ALL ON THIS SHIPMENT. THE HOOD MOLDING WILL SHIP OUT THE DAY THE ORDER GETS HERE. AGAIN I AM SORRY.

So if they have a tracking number then they should be able to tell me when the part will arrive. And why the caps? 

8/27/2012 I still do not have the part so this time when I called I asked for my $91.60 to be returned  it is 8/30/2012 and I have yet to see the money. 

I was a little upset to see my reply in caps. In the computer world this is equivalent to being yelled at and yet I did nothing wrong except order a part from Laurel Mountain Mustang.
