METRO pcs Stole my money and refused a refund on services , Internet

We paid our Metro PCS bill on the internet using our debit card on 2/8/13; the due date.  On 2/11/13 we decided to upgrade to iphones and switch providers - and Metro PCS ONLY allowed the transfer of ONE of the 3 numbers that we had had for MULTIPLE years.  After we activated our iphones, I called Metro PCS and reached a customer service agent, which is NEVER easy, and was told that our rate would be pro-rated and that the remainder of the payment would be refunded in 10 to 14 business days.  Our refund never arrived.  I called Metro PCS again today and was told that there would be no refund because our deactivation of our phone lines was more than 24 hours after the payment was made.  Where did THAT rule come from? They STOLE OUR MONEY.
