NCIC Payphone Claims to offer $1 calls, and charged over $25 Oakland, California

I used a payphone at the Oakland Airport. The payphone indicated that the call would cost $1.00, and no other fees or prices were listed. I made 2 brief phone calls, and was billed $25 on my credit card statement.

I called the number on my statement, and was advised that they would deduct approx $10. I asked to speak to a manager, and the rep (who was very nice) said "let me see if I can do anything better" and offered to take off 50%.

I continued to ask to talk to the manager, and they went down to $7 and then to 100% off, but they would have to block my card. I asked how this was legal as no fees or taxes were listed on the phone, and she said "that's why we offer you to pay for the call itself". SCAM CITY!
