Received a collection letter yesterday for the amount of $79.35. I called the number on the letter to inquire about this mysterious debt. I was informed that in 1998 there was a debt left owed with Baltimore Gas and Electric. This disturbed me so I called this company. Baltimore Gas and Electric informed me that they have no record of me in their system. This is the first I have heard of this false debt and I believe this is a scam. I have built a home and purchased multiple cars within the last ten years and have never seen this debt on a credit report. What can I do to rectify this situation?

NEVER EVER try to work with a third party collection agency
Send them a cease communications letter via certified mail with return receipt requested
Make copies and keep these for your benefit
If they call you after that do not answer the phone, take picture of the caller id and make a recording of the message if they leave one (my attorney suggested this)
They did not send you a letter did they? Also check with your Secretary of State to see if they much file a surety bond to collect in your state
The State of Texas requires a surety bond on file for anyone seeking to collect third party debts

Word on the street is NCO is laying off quite a few employees because the liquidability of their paper is drying up.From the sounds of this dunning letter Teecee received, they are desperate.LOL. This is a debt from 10 years ago and not on your credit bureau report from what you are saying.Do the following.
1) Do not talk to the creditor or NCO. Verbally admitting to an out of stats debt can also restart the SOL.
2) Stay off the phone when NCO calls!
3) Write a "validation request" per your rights under the FDCPA. You received the letter yesterday, send it within the next 3 weeks (preferably ASAP) as you are only protected for 30 days from date you receive letter under the FDCPA.To add, these bottomfeeders can pull a fast one by "reaging" the debt on your CBR as a current collections account. If they receive your validation request before 30 days, they CANNOT report a disputed debt to the credit bureaus per Fair Credit Reporting Act.Make sure you send it certified mail return receipt requested. Do not ever fax the validation letter. They can claim they never got it. Do it CMRRR and pay a few bucks at the post office. You save the green card as proof that NCO receives and signs off on and it is sent to you as proof. Since Baltimore has no record of your account, that should be the end of it in my opinion.

Even if this is your debt, it is WAY past the statute of limitations...so they are powerless over you.
Send them a letter via Certified Mail + Return Receipt stating:
Per the Fair Debt Collection Practices Act, I am requesting that you cease all communications with me about this alleged debt. This debt does not belong to me. This letter is being time stamped via Certified Mail and I can confirm receipt. I will pursue each subsequent phone call from your office with a $1,000 per incident penalty for Fair Debt Collection Practices Act violations.

In a couple of months, check your credit report to make sure they have not put this item on it.
