Penn Credit Corporation Bogus bill from past due account Harrisburg Pennsylvania

Recieved a bill for a total amount $160.18 from Penn for an old utility bill. I had paid in full the month prior. When I called a woman explained to me that now $160.18 had been paid but there was still $12.78 left and I could pay now with a credit card. She also said the utility company said I'd paid $15.79 last month which made no sense. I called the utility company who informed me I was all paid and squared away. Upon closer inspection of this bill I noticed it was pretty cheap looking (poor print quality, no web address etc.).

Somehow they knew that I had gone past due on a bill (probably from someone at the water co.) but the rest of the numbers didn't add up. It's bogus. They may be impersonating a real "Penn Credit"
