We downloaded the free trial of PeoplePC internet service. I had noticed at the time that if you signed up for a year there was a discounted rate. I sent an email asking if I could switch to the annual rate instead of the monthly. This was the same day that I had downloaded the free trial and I assumed that I would still have my 30 days to decide if I liked the service.

My husband wasn't happy, so we deleated the program and emailed PeoplePC that we were cancelling the trial after less than a week. I was sent an email back saying that I couldn't cancel via email. So I called and cancelled. Over a month later I received an email saying that they were looking into my question.

I sent a reply reminding them that my account was closed. A few days later I got another email saying that they would have an answer for me soon. I got worried about this and called to make sure that they had updated their files to reflect that I didn't have an account.

They informed me that I had an annual membership (when had that happened?) and that it couldn't be refunded! They had charged my credit card without ever sending me so much as a receipt so I hadn't noticed right away. I pointed out that I had called and cancelled and they told me that I hadn't called. We hadn't been using PeoplePC and had never cancelled Earthlink so I felt that they should be able to tell that I hadn't been using their service. They didn't care about that, they just wanted me to go away and stop "lying" to them.

I have filed complaints with the Better Business Bureau, but I haven't heard back from them. I still don't use the PeoplePC and I still don't have my $155.00 back.

I would also suggest filing a complaint with the Attorney General's Office of the State of California (state the business resides in) as well as the FTC (Federal Trade Commission). You may also file a complaint with the Attorney General of your state.

To file a complaint with the South Carolina Attorney General's Office, the instructions are here:

http://www.state.sc.us/consumer/complaint.htm

----

To file a complaint with the California Attorney General's Office, you can either use their online form:

http://caag.state.ca.us/consumers/mailform.htm

----

To file a complaint electronically with the FTC, to here:

https://rn.ftc.gov/pls/dod/wsolcq$.startup?Z_ORG_CODE=PU01
----

Lastly (or should have been firstly) is/was to contact your bank and contest the charges. As a consumer, you have the right to contest charges on your bank account. If you have (or would have) filed a contest, then the matter would be investigated by your bank. Of which, PeoplePC would have to show proof that you requested such services. If not, then legally that is considered credit card fraud.
