Peoplepc.com ripoff by PEOPLEPC in Pennsylvania Internet

I am presently being ripped-off by Peoplepc.com. I'm being charged twice for the same service. That is $34.95 for five months of internet service, twice. On 5/11, I signed up online and attempted to download their program but it wouldn't work. I was using ---, my isp at the time to try and do this. I had to cancel --- because my contract was up and just waited for about a week to receive my free Peoplepc cd so I could install it on my computer.

It didn't come so I called their customer sevice twice to complain but no one seemed to know that I couldn't use the internet without the cd. Finally I called GM card services to make a credit charge back which they did. Seventeen days later, I received the cd, but it asked for my credit card again. I used a different card, assuming it didn't matter since I already made the charge back; this was 5/27.

Peoplepc disputed my claim, saying I used their website for 15 minutes on 5/11. I wrote to GM cardmember services, that I had Earthlink.net at the time and why would I be paying to just go on their website? GM didn't help, so I will probably have to do a balance transfer and close out my account with them.

I notified the Federal Trade Commission, but I haven't received a response yet. Any suggestions on how I can handle this situation would be appreciated.
