PeoplePC.com Ripoff. Never used the service, but was charged for 4 months. Keep saying that refund will show on next statement, but so far NOT. I call every month. Internet

I bought this computer in July. The place I bought it from offered me a PeoplePC disc. It could never be used because the phone number would not connect.
In August, when I first starting receiving charges, I began calling PeoplePC at their customer service number.
I call every single month after I get my bank statement shows that there has not been a refund.
Each person has told me that a refund will show up this time...
After 5 months of being charged for a service I have never been able to use, I am getting frustrated.
The charges have stopped, finally, but still no refund.
They do not respond to my emails, claim that the reference id numbers they've given me are O.K., but still no refund.
Has anyone been able to get refunded by this company?
How did you do it?
I can see that I'm not their only victim, and that my loss is relatively small, but am I just spinning my wheels over this matter of principle?
