Progressive Insurance CANCELLATION FEE LOS ANGELES, CA California

I've been with progressive for a long time. Today, I decided I wanted new coverage for the line of work I do and canceled my policy.

The cancellation went seamless until the rep said, they accquire a cancellation fee. Kindly he waived the $9.00 I owed them for cancelling mid-policy. 

When initiating this converation the rep failed to mention it would cost "For the state I'm in" $50.00. If anything, I was expecting a REFUND of $44 dollars for the outstanding days, I'd no longer covered by them. The rep graciously told me I would be WAIVED my $9 difference but he could not waive the fee. This left me wanting more answers.

When I called back to speak with customer service. They said, "It's not a progressive fee" and I quote, "The state of California requires us to process a cancellation fee. This was disclosed in your contract when you first signed up."

As a consumer, if it was disclosed in the contract why am I startled at this, and why didn't the sales person make it clear to cancel your policy our fees are the following. Instead they disclose a blanket statement in the policy, which I asked to be emailed a copy and again, customer service said, "Refer to your original policy when you signed-up." This policy didn't exist when I signed up." The customer service rep also did not do her job, when I inquired to be provided a copy. Simply, "you were sent these documents." 

As a proactive consumer and knowledgable of the laws. I argueed and disagreed. When I contacted my current agent with my new insurance carrier they did not know of such law and said, I'm entitled to any unsued portion. For the amount of savings I was getting, I end up paying it back in this cancellation fee. With this said,
