sellandrecycle.com Stole my phone and the shipping fee I sent to have my phone returned to me after they "lost it". San Francisco California

I sent my galaxy note 2 to sellandrecycle.com after being appraised to buy it for $60. Weeks later they rebuttled and said they would pay $10 for it. I rejected the offer and was told I needed to send them a shipping fee to get my phone back. So I did on paypal and they accepted the payment and told me that they shipped it out. 

Three weeks later I ask for the shipping information because I had no recieved my phone yet. They admitted they lost my phone and offered to send me the full $60 from the original offer. I again asked for the shipping number on the check. It only brought me to USPS.com saying it had preshipment info but nothing else. It has been over 4 months. I have been robbed twice by them and no way to call them by phone only email with I am assuming the same idiot.

. I am extremely upset because the only reason I wanted to sell it instead of fix it is because I needed the money. I have the emails exchanged, the paypal reciept, all the evidence in the world to prove this is a huge scam or just a lazy unorganized bunch of jerks.
