TWC Charging 20.00 extra a month for internet speeds thay can not provide irving Texas

I am being charged  20.00 extra a month  for higher speed internet that TWC can not provide. They have sent out several techs and still not getting speeds that i am paying for. When you call in to complain you get all kind of exuuses, The last one i was told that my wifes modem was interfering with my modem. Theses are hard wired modems. I could see that it might affect wifi. I just wanted then to drop the 20.00 charge and refund the 20.00 I have been paying for the hihher speeds for the last 5 months. I was told that  they could not drop the 20.00 charge because it was part of a package!!!!!. What a rip off that the comsumer has to endure. There needs to be a better regulation by the FFC. I guess I will have to keep paying the 20.00 for less than 1/2 of the speed i was promised.I am sure that what I have been reading on complaints on TWC, I am not the only one.
