So one day I went through PayPal to do a transaction with my Wells Fargo debit card. The charge went through very well. After the charge I checked my bank account online, and the charge showed up.
After doing this, I did not use my Debit Card anywhere else for 3 or 4 days, and I try to use it, I get a message on the machine that says DECLINED. I go online to see a balance of -$130, after knowing I had a balance of $250 on my card. I look at the transactions and see a LOT of charges coming from PAYPAL for $7. Once my account was depleted, PayPal was charging the $7 and putting it back in. The next thing I see is a credit reversal fee for $35 everytime the money was put back in.
I called PayPal to get the issue resolved, they gave me a refund of all the $7 charges they pushed to to the bank. Then I call Wells Fargo, to Tell me all the $35 credit reversal fees were not refundable. So no I am out of $130, and I don't know what to do. Wells Fargo never dished any money out after the funds were depleted, so it can't be an overdraft. The $7 charges came out and went back in like 30 seconds later. And they want to charge me $35 for each of those transactions.
Please Help.

Many..many years ago if what you are saying is 100% true and you left nothing out banks would as a courtesy see that there was some mistake by another merchant and reverse any of the Overdraft fees because it wasn't your fault. The problem is that over time many people took advantage of this so banks have been a little(okay in some cases a lot) less forgiving. Instead they make the customer get the fees from the company that caused them. In your case that would mean that PayPal is the one who actually should be paying the fees..of course trying to get them to pay is going to be very..very tough.
However, you left out a few key details in your report. Such as how did you "know" you had $250? If you were relying on the on-line banking did by chance you have any outstanding transactions that didn't post yet?
Just how much was your purchase for? How many of these $7 transactions were there? Then just as a question..what exactly did PayPal say the issue was?
Then as one minor point as for being out $130. At $35 each, there is no way to evenly get to $130. You either hit $105 or $140 but not $130.
