Who's Who Registry of Academic Excellence Preying on young children and parents Washington, Washington DC

We received multiple letters/requests from Who's Who Registry of Academic Excellence notifying us that our son had been nominated to be recognized as an honored student in the registry for which approximately 6000 kids across the country get nominated for each year.  They had his basic demographics, his grade level, where he attends school, etc.  He is an honor roll student so we had no reason to believe this was a scam.  We submitted some brief facts about him, likes/dislikes for which they turned into a biography.  We reviewed, made a few changes and approved.  We were then sent a brochure selling the book, plauque and leatherette with certified certificate.  Of course, our son was very proud of his accomplishment as were we so we bought the most expensive package containing all 3 of those items.  The total after tax was $130.00.  We purchased on 1/20/10.  Here we are on 4/28/10 and I have nothing to show for my purchase.  I got on their website and there is a message "due to economic conditions they've had to cease operations".  I tried calling and voice mail boxes are full, it zero's you out to an attendant and you are disconnected.  Funny they appear to still be allowing credit card orders via phone.  There is no mention on their automated recording of the fact that they are no longer operating.  So the scam continues???  My husband lost is job in 9/2009.  We are now a one income family...I still have to pay my bills and fulfill my obligations.  I can't just cease taking care of our business transactions because of our economic condition - so why do they think they can? They should be mandated to fulfill their obligation or return the monies to those that purchased their product.  The bottom of the order form says "Satisfaction is guaranteed or your money will be promptly refunded."  I WANT MY MONEY REFUNDED!
