Citizen's Bank Engages In Predatory Lending Practices Charged hidden and undefined fees and additional fees after loan was closed Attleboro Massachusetts

I refinanced my Mortgage and in doing so, closed a line of credit with Citizen's Bank. When Citizen's was asked for a pay off amount, they hit me with a $300 fee for an early payoff. My loan docs state there is no "prepayment fee." However, on another page of the docs, well hidden, is a clause that states that if I pay it off within 2 years I MAY be subject to a $300 fee.

Now to me, the wording is deceptive ("MAY be subject sounds discretionary) and the fact that the clause is not covered under "prepayment of funds" section, suggests it's a purposefully hidden fee. Additionally, they charged my new bank for a "fax fee" which is NOT called out in the docs, EVERY time they sent a fax. To the tune of $100. This charge has resulted in the note not being closed (despite having been paid) because they claim I still owe them for 2 fax fees. This is ridiculous and is predatory. I've complained to the bank at all levels and have been told that I either pay the fee or they'll put a lien on my home.

I'd like to report them to a federal office, but don't know which one. Can anyone help?
