Norwegian Cruise Line Their lost & found system is a scam. They won't return my new running shoes worth $700. Miami Florida

Norwegian Cruise Line has a bogus and flawed lost and found system. 

Item Name : Brand new New Balance running shoes and custom made orthotics. Shoes cost $200 (with tax) and orthotics cost $500. Shoes with orthotics inside shoes were left under the bed. Willie was our room cleaning guy and will know about the shoes. 
=> Item not found. After 3 1/2 months they can't find my shoes. I followed up several times, and it is like talking to a wall. I told them exactly how to retrieve my shoes. Their lost & found system is fraudulent.
