Paypal 21 days payment delay -- no prior notice!!! San Jose CA

Recently, I engaged services with a graphic arts professional wherein upon 100% successful completion of his tasks, I attempted to compensate him using the Paypal system.  At no time during the process was I noticed that there would be a 21 day long delay before the service provider would receive his payment.  Adding further frustration, despite conscientious efforts to halt or reverse the transaction -- so that I could submit payment under a less onerous set of parameters -- no ready option was available.  

It is axiomatic that, despite Paypal's assurances to the contrary, the driving purpose of this maddening gestation is purely to allow Paypal to enrich themselves with the uncounted millions of dollars in interest they earn during the 21 extra days they hold funds.  Not only is this unconscionable at multiple levels, it strays dangerously close to illegality -- inasmuch as both State and Federal protection laws are clear that any delay in funds remission must be accompanied by prior notification -- which was most certainly not undertaken here.  

Though the funds involved are relatively modest, it is without question that Paypal is using this wrongful tactic across the board to 'rip off' their customers and also the service providers with whom their customers interact.  Something can, should and must be done to force Paypal to understand that such nonsense will not be tolerated.
