CLEAR.COM WIMAX CLEAR WIMAX STILL NOT PROVIDING 'UNLIMITED' 4G Internet

Had my CLEAR Wimax broadband internet account for approx two years now. First year, within a few months of starting the account they amended/changed the contract even though I started with a two year contract, to service with bandwidth throttling even though it was not 'throttled' when I first started the contract. 

Argued and fought with many, many personnel there over this throttling issue that they kept denying even existed for the first year. Complained more than 12 times in one year about the poor speeds, little or no connectivity in areas where they advertise they have coverage. Complained more than 12 times about getting 3G speed all the time when supposed to have 4G speed. They just made lots and lots of excuses and apologizing.

Still today, had to call in three times in the past 18 hours to ask them to refresh my modem since could not connect to the internet. Tech refreshed three times today before it started working again.

This company charged me approx $42/month originally for the '4G unlimited' broadband internet that turned out to be 3G speeds 80% of the time. After complaining and threatening to push a class action lawsuit against them for about one year they reduced my monthly rate to $25/month and then later when same problems continued; ie; no connectivity where their coverage map shows there is 'connectivity', slow speeds, etc they reduced my plan to $20/month.

Evidently, CLEAR Wimax is not able to provide the 'unlimited' 4G internet they advertise so they just give a lower rate per month to give the 'squeaky wheel' gets the grease. 

My question is: why have attorney generals in these states allowed this fraudulent company to continue to profit selling 'unlimited' service that is not 'unlimited', etc? Should we start a class action lawsuit against the attorney general's of these states that have now for two years allowed this scamming company to continue profiting?
