College Prep Center BIGGEST LYING DECEPTIVE & FRAUDULENT SCAM ARTIST I've ever dealt with in my life Ripoff La Mesa California

I have filed a report with the "Atty.Gen.of Consumer Protection". I have called the La Mesa Police Department several times. They first told me their is nothing they can do. I said that I can't believe their is nothing anyone can do to stop these people". I then received a call back from Officer O'Dean trying to tell me to go thru my credit card company (I already did this), to file a complaint with the BBB (what good is this, when their is nothing they can do), he then asked me if I have tryed stopping by their place of business( I informed him that I am from Pennsylvania") Why can't they try this??. He then told me he would check with the State Licensing Dept. & I asked if someone could get back to me ( I never received a call back). Before I spoke with him I talked to "Jamie" at the Police Dept., she said that the address the College Prep Center uses is a P.O. Box in some Strip Mall & since they have no physical address they really couldn't do anything. Hello!!!!. Why couldn't the police dept. check to see who this P.O.Box is listed to or something???

I mean come on, you would think that someone, somewhere would have the authority to do something. Basically, it seems from what they are telling me, I could start up some fraudulent "business" & scam people out of their money & there is nothing anyone can do to stop me! Does this not sound crazy?? I was given a number by Jamie for the Fraud Department & I quess I'll call them to see if I can get anywhere(I'm thinking, probally not). I can't even call "College Prep Center" anymore because I get hung up on repeatedly after being told lie after lie, I get so upset & worked up that I'm ready to explode. This isn't about the $119.99 anymore, this is about somebody being able to stop these scam artist & theives. If anyone has any new information, please let me know.
