Direct TV cancellation fees, unable to use service Internet

I recently tried to transfer my Direct TV service to my new place, after the tech came out he said he was unable to get me a line of sight.  He said I should check to see if the apt would allow Direct TV to put the satellite on the roof. 

After calling the HOA in charge of the condos, I was told no, it was against the rules of the HOA and that I did not have permission.  I called Direct TV to cancel due to the above issues.  I was told I would not be charged. 

 I later received a bill for almost 700 dollars for canceling my services and the transfer of service fees.  After calling and speaking to an agent I was told I shouldn't be charged and my bill would be changed.  I later saw a charge to my checking account of $380 dollars. 

I called Direct TV, I was told by the supervisor that they are allowed to charge me the fees because it was not their fault they could not put the satellite on the roof and that I need to take it up with the HOA I was also told I need to pay the additional 270 dollars in transfer charges, even though my services were never transferred. I do not understand how I can be charged almost 700 for a service I tried to use but I am unable to use due to my HOA  and the line of sight issues.  Can anyone help me???
