ECMC ECM Trying To Pay Off Debt, Still Charging Interest After Making Settlement With Them St.Paul, Minnesota

I did not even get a bill to begin with from the actual company that I needed to pay for a college I did not even go to(or finish)after letting the college,University of Phoenix(Beware) that I was not going to continue after being lied to about getting a grant and never recieving it.This college billed me anyway.
 
But,they did not send me a bill,they went straight to ECMC for payment.When they continued to take my income taxes for 3 years,I decided to call to find out why they are still taking my money when this bill should have been paid by now.I found out that they had continued to take my taxes because they stated that my taxes were not enough to cover the amount due,due to the interest.

I had asked how much the amount that was due,and last year,my taxes should have been enough to cover the total.I asked how much I still owed now,they gave me the total.I said,well my state taxes were taken and when they receive that amount,I gave them the amount that I would still owe after it was applied to my account,but they tried to say that my taxes were already applied.I had spoke to a woman before this gentleman,and she said that there has not been anything applied to my account.

I checked to see if my taxes were applied to this debt and was told that nothing has been sent anywhere yet,because they were still processing my taxes.I called back and asked for the gentleman I spoke to before,and told him what I was told.He then told me to give him a call in a week.When I called back a week later,he continued to give me a runaround,and asked me to call him back again in a week.

Meanwhile,before all this,I had made arrangements to pay back this debt,even though I felt I did not owe anymore money.I asked for a settlement for this debt.In which he gave me only about $200 off the total.When I called again to discuss this agreement,because I did not feel this was not much of a settlement amount,he was not even sure how much we had come to agreement with.Nothing was entered into the computer,obviously,because he said it was between this amount and this amount.

I was disgusted with this gentleman,because he had told me he needed to get the ok,and put me on hold,then came back with this bogus agreement.Then did not even know if it was actually the settlement amount when I called back,because he said he still needed to get the approval.So,why was I on hold?Who,if anybody did he talk to about the amount he told me?

I also do not believe I should be paying interest on a settlement amount that I had agreed to pay,but they are continuing to charge me interest.I am going to be calling back on Monday to find out more information,and I will update this ripoff report.Please,if anybody else is having issues with this company,or any attorney who are not afraid to go against this company and do some investigating on this company,there are many people,including myself,who would like to be part of a lawsuit against this company.Please help us.We are being ripped off,by thousands of dollars.And it is not right and this company needs to be stopped.
