I purchased an appliance ad received a 100 visa card.  I went to use it and found they had eaten part of the balance with monthly fees. The card just expired. I asked if I could get a replacement they said no.  They can keep the money, but I'll never by another one of their products.

While I can not speak for this specific card.  EVERY other rebate card I have ever received have made it very clear that a)Has inactivity fees after a certain amount of time and/or they will eventually expire, and b)They don't replace them.  The period of time it is valid is generally several months so there should be no reason why you ever have to have it just sitting there before you loose value.

Not that this helps you now, but in the future just use it when you would have used cash, your regular debit card, or a credit card.  If you are spending less than is left on the card you just use it like a Credit Card for the purchase.  If you are spending more than is left on the card you tell the merchant you only want to put nn amount on the card, where the amount you tell them what is left.  This way you won't even leave $0.01 on the card.

There are a few places you can't use them.  Such as Pay-at-the-pump gas stations, but just go inside and it is not an issue.  Or for things such as Car Rental or Hotels deposits.
