My wife had a cell phone with Cingular wireless and when we moved to W. Virginia we had no service except in very few certain areas. We called them and dropped our service. Granted we had a early termination fee to pay which was $296.95 and we were late in paying it. We were turned over to NCO Financial services for collection.
NCO called us and said if we paid $246.95 our account would be settled. I then gave them my credit card info and my credit card was billed the $246.95 on December 12th. 2005.
We were called again in January of 2006 and told we still owed the $246.95 plus $50.00 more dollars. I told them then that my credit card had been billed and paid $246.95. They asked me if I had a confermation number, which they did give me when I paid it, but has been missed placed, I'm not perfect.
They then told me to call Cingular and get a confermation number from them, I did that and Cingular told me that the $246.95 was paid and gave me confermation number (11014243.
Cingular then told me I still owed $50.00 insurance premium. I paid that to them right then over the phone, using the same credit card I used to pay NCO and got a confermation number (121072895)for the payment to Cingular for the insurance premium.
Now I have recieved another bill from NCO for now $350.40. and also received a bill from Cingular for $296.95. I don't know whats going on here but someone is doing something illegal. I have my credit card statements and still have the confermation numbers from Cingular.
They don't want to hear it when I give them the confermation numbers, What may I ask can I do? This has put yet another bad mark on my credit report.

First, in the future, do not give out your credit card information to collection agencies. You don't know who they employ or how they may abuse your personal information. Instead, try paying with a check and indicate on that check what that payment is for. Cancelled checks are indisputable evidence proving you made a payment. Make sure you send your payment through certified mail with return receipt, so you have written record as to when they received the payment.
It is good that you held onto your credit card statements and have reference numbers from Cellular indicating that you paid what you owe.
Your next step is to write a letter to both NCO and Cellular disputing the debt. In your letter, state that the balance was paid in full and include the reference numbers Cellular provided, in addition to the name of the person at Cellular who gave that information to you. Inform them as well that they must immediately update their reporting to the credit bureas indicating that this debt was paid in full. Tell them they may not contact you by phone, only through written correspondence. Inform both Cellular and NCO in the letters that if they do not update their records to reflect you paid off this debt, you can pursue legal action against them under both the Fair Debt Collections Practices and Fair Credit Reporting acts. Be sure to mail these letters certified with return receipt.
In addition, contact all three credit bureaus in writing requesting an investigation into any reporting of this debt. Inform them you paid this debt in full, and want that information stated in your credit report. With your letter, include a copy of your credit card statement indicating payment of these debts, and include the reference numbers you were told by the Cellular representative verifying that this debt was paid. The credit bureaus must investigate and report back to you within 30 days.
By the way, after Cellular sold their account to NCO, they had no business billing you for that amount. That is purpose of having a collections agency collect on their behalf. I would not pay NCO anything more than you already did. You never entered into a contract with NCO, and therefore are not responsible for any interest they wish to tack on.
You fulfilled your obligation to your debt. Don't let representatives of NCO coerce you into paying more than you originally owed.
