NCO Financial Systems bought my past due bill from Allegheny Power. They began harrassing me and finally agreed to allow me to pay $20.00 a month to pay off my bill. I began payments Apr. of 2003 until Oct. of 2003 when I stopped receiving a bill in the mail. They then began calling me and saying they were sending bills and past due notices to my old address.

I then argued with them and requested to receive a bill in the mail. They kept telling me they would send one. They then told me in Feb. of 2004 that they do not send bills to people to collect a debt and would only give an address to send my payment to. I refused to do this, I wanted a bill for my records. They then told me they would settle the bill for $96.90, but I had to pay by credit card over the phone. I refused. Then a woman named Sharon called me and said that I could mail in my payment for the settlement amount. I had my father write a check ( I don't have a checking account) and sent in my payment.

Two weeks later they begin calling and saying I have not yet paid. My father went to the bank and got a statement showing the check paid to NCO. I called and told them they cashed the check and need to leave me alone. They said they would 'make a note of it.' They are still calling me and I don't know what to do.

I hope the following helps as I'm sure most people have come into contact with NCO Finacial and their unethical ways. Go to www.ftc.gov. They have a consumer link which you should look up "Fair Debt Colelction Act." Print this out and read it through it. Then the next time they call, tell them that you are aware of this Act and will notify the FTC of their business ethics if this does not stop. Then you'll want to keep a listing of any calls you receive, who you speak with and what was said and/or done.

Next, Sent a stratement of Alert to all Credit Reporting Agencies as NCo has been known to send your information through even with a paid balance. This will place a dispute on anything they send.
