Parts 411 parts411.com Sold me a motorcycle that has a bad registration basically fraud Pomona California

I purchased a motorcycle from Charlie, the owner of Parts 411, it is a Kawasaki Ninja. He claimed that the registration was clean and the bike was in good condition. The bike did have a few scratches but over all looked good and started. He told me the price, which was below blue book. I should have know that this was a clue, too goo to be true. I came to inspect and purchase the bike, this was at his place of business and the company was selling the bike not him personally. I gave him $4500 cash for the bike but never received a receipt, however I did receive the title. I noticed that the license plate was missing. Upon looking at the name on the title was not Charlie's nor did it have any name written out. I again asked about the title and he reassured me it was clean.

A few days later I went to the DMV to register the bike, it has over $800 in fines on it that need to be paid before I could register it in my name. I immediately called Charlie; he first lied claiming it didn't come with a license plate and again the title was clear. I informed him what happened and demanded a discount or take the bike back. He said he would look into it. Didn't hear back so I called him again, he said again the title was clear and its not his fault he was selling it for someone else. I again asked for a partial refund for the fees but he said no and ignored my calls after that. I want a full refund for the fees
