Paypal affiliated with Ebay Can't get my money out of paypal account. Internet

Card had fraudulent charges. Contacted Paypal and they said they would destroy the card and issue another.  The fraudulent charge never was handled.

I gave then an address change 4 times.  2 times they sent the card to the wrong address and it could not be forwarded.  Without the card I could not immediately access my funds

Called about not getting the card , has been over 30 days, and was told to go to Walgreens and buy a PayPal prepaid debit card and immediately it would let me transfer funds from Paypal to it.

3 more phone calls and all I could do was pay for this prepaid card, wait 7 - 10 days for the new card to arrive in the mail and then transfer.  I didn't need this, I could do this with my new debit card if Paypal will ever send it correctly.

I was forced to transfer funds after waiting for 30 days to my bank account, the funds took 4 days, my car payment was past due and I have been dodging the repo man.  They have taken my money, I put items on ebay so i can pay my bills, they use my money, and I can't get it within the time frame that is promised to me.  Their advice to cancel the card never should have been given since they never did anything about the fraudulent charge and I would still be able to go into my account and get my money out the day that I want it.  If it was a local bank, I could walk over there and get my money.  As of today, I don't have my money, I didn't make my car payment and I have tried to transfer whatever funds are in Paypal to my bank account .  Paypal is a nightmare.  No one knows what they are talking about.  They either read from scripts or ship you off to India.
