paypal unauthorized automatic payment starting Jun 4, 2013 with next payment due Jun 4, 2014 Internet

This is the first automatic payment to safecart I have received.  I do not know how to stop this from reoccuring and it was already a done deal for this year.  I do not know what service this is to accomplish.  Maybe it is a privacy control  but I was not sent a reeequest questioning me if I wanted this service before an automatic withdrawal was made on the credit card they had on file.  This is a dangerous precedence if they can do this at will for any service they decide they are providing for a customer.  I have not been able to use their guide to remove the questionable agreement from my preapproved payments they say I have made.  I have to assume this situation is a scam thus making the internet a vulnerable place to do business.
