Sullivan Tire Inspection failed for bad wiper blades, wanted me to pay $19 to replace them Plaistow, New Hampshire

I stopped into Sullivan tire in 2006 to get an inspection done on a 2004 Honda Civic that had 11,000 miles on it - I bought the the car used but it was like new and I figured I would have an easy time getting an inspection sticker.  First of all, they wanted $45 for the sticker, which was the highest price in town, but since they were one of the few places they could take me in without an appointment, I figured it was worth it.  After looking over the car for a while, the customer service person informed me that it wouldn't pass because the windshield wiper blades needed to be replaced.  Now, in all my years of driving I have never heard of someone failing a car due to worn-out wiper blades.  The wiper blades were fine, but I wasn't going to get into a big argument because I figured, that should be pretty cheap to replace the blades.  However, Sullivan Tire wanted $19 to put new wiper blades on.  I told them to forget it, and I went to Wal-Mart and got wiper blades for $3, put them on myself, and went back to Sullivan Tire to get the sticker.

Who has ever heard of someone charging $19 to replace wiper blades?  I understand a service center charges a parts markup, but this is crazy.  Because of this I will never go back to Sullivan Tire.  They shouldn't have even brought up wiper blades in the first place, since they were in good condition, and certainly shouldn't have tried to charge me that much to have them replaced.
