t-mobile Phone Rebate Scam Bellevue, Washington

The T-mobile phone rebate program is a scam! I bought a phone (Galaxy S2) back in February 12, 2012. There was supposed to be a $200 rebate. Today is July 12, 2012, and I still have not received a check.
It is not for lack of proper form filing or follow up on my part. To find out more, read below.
I waited 4 weeks before I sent the rebate form in just to make sure I like the phone before I send it. I sent the form in Mar 12, 2012. They said 6-8 weeks to receive the rebate. After about 8 weeks I called the number shown on rebate papers to call if you want to track it down. Well, good luck with that! There is never a live person. An automated message asks for your phone number to locate your file. Then it comes back and says "Your rebate is currently being processed". That's it! 
So finally I called T-mobile, complained, and they put me in touch with someone at the rebate center. She said there was an error in your submission, but she'd never tell me what the error was. Then she said "I have corrected the error, you should see a check in 6-8 weeks"! Unbelievable ha? You think they'd make an effort to expedite this, but wasn't happening. 
I went to a local t-mobile store and complained. The manager called some call center and discussed the issue and supposedly got them to expedite the process. He then said he just took care of it and I should see a check in a week. That was 4 weeks ago, and I still have not seen a check 20 weeks after I bought this phone and 16 weeks after I submitted the rebate form.
