I sold an electronic item through eBay on December 9, 2015. The funds were sent to me via PayPal. Upon receipt of payment, I immediately sent the electronic access code to the customer at dastab640@gmail.com. I also sent a physical duplicate copy of the item to the buyer's address.
The buyer performed a chargeback and claimed that he did not authorize the charge -- after he already redeemed the electronic item. I provided proof of email delivery and physical attempted delivery to PayPal. It appears that the buyer refused the physical package, even though he had already redeemed the electronic code. The buyer's credit card company sided with the buyer and charged back the amount. So I lost about $30 and the buyer is effectively able to keep the item without paying for it.
In addition to this, my complaint is with what PayPal did afterward -- they charged me a $20 chargeback fee. So now not only have I been defrauded by the buyer of the item, but I also am losing an additional $20.

Update: Paypal wrote me back telling me that the seller Zamgold.com provided proof that they delivered the item. I told them I would love to see the proof because the way they have it set up now with their resolution center no one can see any proof what so ever you can't even upload proof unless you do the name change. I would honestly love to see this proof they have of physical delivery to myself when this was a virtual delivery and nothing was ever mailed out. In the end they told me to continue contacting seller for refund which tells me they aren't going to do anything. I thanked them for nothing because basically that is just what Paypal did was nothing but give me the run around. Bright side if I mail back the item and can show them proof I could of gotten a refund. Anyone care to explain how you can mail back something one you never got and two that was virtual nothing you could ever hold in your hand. lol I'm glad it was only 14 bucks.

I learned first hand it doesn't matter what proof you present to paypal they will not review it anyways. They will do what they want to do doesn't matter if you are the seller or buyer there is no protection. I had a simular case with Zamgold a virtually delivered item that I never got I even showed proof via their life chat I never got it. Paypal allowed Zamgold to keep the money said I was eligible for a refund IF I mailed it back and gave them the tracking number. Two issues with that One it's virtual I never had anything delivered and two I never got what I purchased. After reading this I question if Paypal even reads your proof. Not to mention the only way you can get the proof to them is via name change request from their site. In the area where you file a claim they show files you uploaded which never shows anything if you use the name change upload and they have nothing there for you to upload anything. I seriously doubt they even looked at my proof the entire time I had a complaint I never saw a reply from the seller once yet paypal decided on their behalf. So just depends on what day you catch them because in the end Paypal does what they want with little regaurd to you are your proof.

PayPal only requested proof of shipment. Nothing else. That was the central issue for them. There was never any question on PayPal's end that the order was authorized. Probably because they already received that information through eBay.
But in providing proof of shipment, I also wanted to be thorough so I forwarded the item number and order information. PayPal's justification/explanation for the chargeback fee was that the proof of shipment was not adequate. I sent the electronic item via email and attached proof of that. I also sent a copy of the code physically to the buyer's confirmed address, but the buyer refused the shipment. Conveniently, after he had already redeemed the electronic code I had sent him. It's basically a way to obtain something for free and PayPal doesn't offer much of any protection for sellers of digital goods. Here is the last email from PayPal (redacted).
Dear xxxx,
One of your buyers opened a case for this transaction. This means the buyer has asked their financial institution to reverse the money for this transaction.
We want to help you, and we are disputing this case with your buyer's financial institution.

That information is vital but for some reason you failed to include it in your initial complaint. What reason did PayPal give you for declining your dispute? Don't tell us they didn't provide a reason.

Thanks for the comment. I did provide proof of the order, including listing number, and buyer's confirmed address and email. Did not make a difference to PayPal or the credit card company.

When the buyer claimed that he did not authorize the charge you should have presented PayPal with the eBay transaction number. Providing proof of delivery served no purpose because that did not properly address the buyer’s complaint.
