PayPal won't let you delete your account until you "resolve all account limitations" Internet

PayPal will not let you delete your account on their website unless you first "resolve all account limitations", which means completing 5 steps of:

1. Confirming your Email;
2. Linking a bank account;
3. Linking at least one of your cards;
4. Adding a profile picture;
5. Downloading their mobile app.

It looks like every single step of it is essential to complete, and every single one it requires to share even more of your personal data to PayPal, not mentioning that by no means everyone of their clients may be able to complete all of them. They're essentially taking your account, and by extension your data hostage, up until you perform steps written above.

My account was created in 2020 and wasn't really used much, especially in the years that came after.

Friend of mine living in EU does not have that issue during account deletion procedure. So I would also like to know whenether that appears in USA and if it is related to location.
