Tribute Credit Card keeps sending bills for a credit card that i never recieved or activated Atlanta Georgia

My wife keeps telling me that tribute card services keeps calling her cell phone and sending her a bill for a credit card in my name. I have been in Iraq now for 7 months. I can not get credit cards in Iraq. I called this company twice already. each time i call they said the card was never activated and i dont owe them any money. But I keep getting phone calls and bill for something that has never been activated. What gives business the right to harass people for money that dont even owe them any. I agree with all this people about this company. I had just came off a bankrupcy 2 years ago and i had got a credit card to rebuild my credit. Now i got this company trying to say i owe them for something i dont have. Sooner or later it will probably lead up to my credit report.
