Tribute Credit Card Received no cc card but keep getting letters Atlanta Georgia

I have been getting a letter a week from Tribute Credit Card stating they are denying my credit card application because one has already been issued with my social security number. I contacted the 800 number but I can not talk to a representative until I enter my credit card number. If I just sit through rejected prompts, it disconnects my card. I found an email address for customer service and I got a response that their department does not handle my type of request and they have forwarded it somewhere else. I am so frustrated. I keep checking my credit report to see if someone has my card or what. I do not want an account to be opened in my name without my knowledge, even if it isn't being used the application fee alone will be reported as late if I don't make a payment and will be reported as negative on my credit report.
