It is always quite humorous when people start posting laws or regulations that don't actually exist. I do have to admit that the "Internet Website Retail Sales Buy Return Refund Exchange Law Policy" perhaps wins the wordiest law that doesn't exist award. Did you just pull some random words together until it sounded official enough?
The fact is that there is no requirement that any retailer(Internet or otherwise) accept returns or exchanges. But they do have to follow their written policy. If you can show that this company violated their WRITTEN policy then you may have a valid complaint against the company. Nothing you have posted here shows Netspend did anything against their policy.
