 Consumers energy has a so-called policy that if there is a dog on the premises they do not have to do a meter read. So they decided to do estimate my bill for 6 months, then all of a sudden they could do a read again because the new meter guy maybe wasn't scared of dogs? So now all of a sudden I'm slapped with a 1,000 dollar bill with no prior notification. My understanding is they do this often!

 Yes...they estimated low and yes I could make a payment arrangement. BUT...when you pay your bill every month on time, then get a 1,000 dollar bill in the mail because they decided to change the way to bill. Maybe a notification should be REQUIRED or something. I should not be penalized because of their negligence.

So what you are really saying is that for the previous 6 months you were paying for less electricity than you were using because they estimated low. 

Now, is it an inconvience that you now need to make up for that and it is $1000..yep, but it is not a RipOff. You are just finally paying for the electricity you used.  Perhaps you can call them and see if they will accept some sort of arrangement to pay off the back balance.
