This is a rip off company. The bank closed my account for lack of activity but refused to return the funds that are in the account. They offered no explanation for refusing to return my funds

Yes it is my opinion but it also looks like you are taking a few "assumptions".
You apparently have a letter that shows you have a balance, but that they closed your account. You have mentioned NOTHING about exactly what this letter stated..but we now know it doesn't say you aren't getting your money back. Did you talk to the branch manager? Did you call their 800 number? Did you do anything once you received the letter other than writing this report?
Because what wil most likley happen is that within 30-45 days(or perhaps sooner) you will receive a cashiers check from them with your balance. Where the reason they wait that long is to verify that there are no outstanding debits...yes even if it is being closed due to inactivity they will wait.
Oh and as for the bank fees..if they just closed your account and didn't take any activity fees they are a couple steps above many other banks who would have just depleated your account with fees until there was a zero balance.

There were no bank fees. The letter that I received actually showed the amount of money that was in the account. No, the letters did not specifically say that they were not giving the money back. They just did not and will not give it back because they closed the account
I have also reported the matter to the Federal Bank Regulators as well as my Department of Banking in my state. The reason for filing a report here is to alert other potential customers. However, as I read through other complaints, I realize that .this is a horrible bank and I should never have chosen them.

It is very unlikely that they are not giving you a reason..perhaps you don't agree with the reason, but it doesn't mean that it is valid? Perhaps there were inactivity fees that were being charged and since you didn't monitor your acccount(which you are supposed to do) these fees ate up your balance.
But if what you are saying is true then get it in writing. I think that there would be several news media outlets that would love to see a letter from the bank saying in effect.."We took your money and are just not going to give it back so..na..na nana..na na"
