Home Depot has a promotion on to have customers sign up for their Home Depot Credit Card.
The "Bait" is: Get our credit card today and you will receive 30% off on your purchase.
The "switch" is: after getting some basic financial information the clerk regretfully says, "I'm sorry, we can't complete your credit application today. You will receive a letter requesting additional information.
This accomplishes two things. First, they don't have to give the 30% discount, and second, Home Depot now has information to contact the customer about their credit card. After all, who wants to have a declined credit card application?
In my opinion this practice is dishonest and should come under investigation from governmental fraud control agencies.

That is not Bait and Switch. Not even close.
"Home Depot now has information to contact the customer about their credit card."
Yes, companies tend to request contact information on a credit card application.
