Ista heating bills outrageous Jacksonville Florida

i live in a multi apartment establisment. this company was hired to monitor the heat at the apartments. have no idea what they hooked up on the furnaces i have a 2 bedroom apt. and my heating bill was 6.78 for one month. a friend here has a 1 bedroom and her bill was 152.00 another friens was 148.00. anothers was 13.50. now you know something is wrong when you get that much difference in the bills the next month mine was 38.32 my friends was 12.00

also on the bill it says heat 23.13 under that it says hot water 11.67 when i called they said i had to pay for the hot water that goes into the pipes to heat the apt. ???? these people have no idea what they are doing.
