pep-boys, false information to sell a set of tires plantsville ct, Connecticut

on 07-13-2018 I went to pep-boys for a set of tires, I had new rims, I got 4 tires that they said was buy 3 get one free, had them mounted and balanced with new stems. a set of lug nuts as well. total came to $777.34 they gave me a form to fill out for my rebate, and marked the email filing address on their rebate form to file on line. a few hours later I tried to file. it came back saying I have to wait 24 hours, so a few days later I filed again and got a messes saying transaction not found, waited a few more days and got the same again. So I called the rebate office on the 31st. I was told I have to go to the manufacture for a rebate. Which is 60 dollars not the 80 I was told. And I have to now down load the forms from the manufacture, the forms they handed me are all wrong. I have other cars and just looked up the same tire at (((REDACTED))), they are 16 dollars less and have thier own rebates. so all pep-boys did was lie and mislead to make a sale. so it was not buy 3 get one free and they said, and the rebates was not theirs to give,
