Walmart The Wal-Mart Pre-paid Visa Card is a Rip-Off. They robbed my 17 year old daughter of $300.00 and they gave our social security numbers to some company to be processed overseas. Greensboro North Carolina

My 17 year old daughter went to Wal-Mart to cash her McDonalds paycheck at Walmart. She was looking at the pre-paid Visa cards and the cashier assisting her talked her into purchasing one of the cards. He told her the funds would be available immediately and the $3 check cashing fee would be waived if she put her money on the card. She put $300 of her check on the card. The card package does not say you must be at least 18 to purchase the card. When she went to validate the card she was told that it could not be validated because she was not 18. I stepped in so that I could validate the card for her so she could have access to her money. I have a card also that I use for purchases on the internet so I thought this would not be a problem. I have a valid social security card and identification-I've never had a problem. I had given them my name and social security number over the phone. I later found out the customer service people were in India. They told me they would mail a paper check refund within 7-10 business days. This was unacceptable. I went back to Wal-mart and they deny responsibility. This product was purchased in their store and my daughter received a Wal-mart receipt after the transaction was made. Ed the Walmart manager said that it was not Walmart's responsiblilty to refund that check and that we bought the card from the Bank of Georgia and not Walmart even though we have a Walmart receipt, the card says Walmart Money Card and it was purchased from Walmart. Walmart has put my identity in jeopardy with overseas thieves, they refuse to accept responsibility for this and the robbed a 17 year minor American citizen. I have spent thousands of dollars at Walmart, but I will never shop there again. From now on I will shop at (((Redacted))). These stores are now competitive and they have brand names that are lower priced now. Walmart will never ever get a dime of my money ever again!!!!!!!

Why don't you skip the whole pre-paid credit card song and dance and just use that check for the opening balance on a checking or savings account? Is a credit card really the best way for a 17 year old to learn about money? Neither I, nor your daughter, will ever see a dime of social security by the time either of us are eligible. Might as well learn about putting away 10-15% into savings now.
Pre-paid Visa cards certainly have their place. I use one when ordering online, or when I want a product, but I'm cautious of things I see on RipOff Report where I might be charged later. They can't charge an empty pre-paid card. But everyone knows that you have to be 18 years old to have a credit card - that's why adult sites require a credit card - because by law, the primary cardholder MUST be 18. You were standing right there during the process, and its YOUR daughter. Take responsibility for being ignorant instead of accusing a retailer of offering a service that turns out not to be convenient for you.
If you're receiving a refund in 7-10 days, it's not coming from India. That would take weeks. It's coming from the Bank of Georgia. A Wal-Mart card is the least of your concerns when it comes to identity theft. "Put my identity in jeopardy"? Look around Ripoff Report. Where are all the India firms getting rich? Foreign transactions are far more scarce than a Visa employee's laptop getting stolen or hacked.
At the end of the day, it was you, and quite possibly the Bank of Georgia and their lack of packaging, not Wal-Mart, that caused the problem.
Two words: Bank Account.

Who cares? really?
if you are an informed customer that reads the terms and conditions of whatever product you sign up for it doesn't matter what the person says. When you signed up for your walmart discover, I'm sure somewhere in the terms discussed how this 20$ credit would work.
I agree walmart is partially at fault here, but walmart does not have this lady's money and walmart has no way of getting the lady's money. That money is gone, you will have to get it back from visa.
All walmart is on the hook for is the fee.

Sorry people, but I agree with this lady. At the very least, the Walmart employee should have done its "due diligence" and asked for ID and proof that she is 18. Because they didn't do this, they are irresponsible and have now sent money to a bank that can play with it until they return it. I know it's not much but still, she's losing interest and the ability to spend that money herself. And yes, the mother's identity can be stolen by the poor employees in these developing countries. It's amazing what you can lower yourself to when you have to put food on the table.
The lie Wal-Mart perpetrated is a "lie of omission". I just found out for myself today that it seems to be common practice with them. It doesn't matter who is actually backing the money, they are the source and should disclose things that can monetarily, etc.... affect the transaction. If Walmart doesn't want to be responsible then they shouldn't negotiate these programs with other entities.
I recently applied for a Walmart credit card because they are promoting that you get $20 off on your purchase if you apply for it. I purchased something and applied for it to get the $20 off.
I received the card and statement separately, on the same day. The bill did not show the $20 off so I called the customer service line to find out why. I was told that it takes 2 to 3 months to appear on the statement. When I told her that it didn't make sense because I wanted to pay off the full balance so I wouldn't pay interest next month, she replied that it would only be a small amount of interest. GET THE CATCH YET? I told her that if I had to wait to pay the balance to get my $20, the actual discount would be less than $20 because of the interest I would have to pay so I asked to speak to a supervisor. After I finished with her, she immediately credited my account $20. I'm supposed to check online in 48 hours to make sure my account was credited. I'm really not interested in having a credit at Walmart since I almost never shop there. It was just a fluke that they had something I wanted.
Again, this is a lie of omission. People applying in the store should be told that it takes 2 to 3 months for the credit to appear on their statement.
Discover Card backs the Walmart card. So Discover Card is siffoning off small amounts from unsuspecting consumers who normally pay their card balances at the end of the month, in Walmart's name. The amount is small to me but the total they get from unsuspecting consumers at the end of a billing cycle can be enormous.
Many stores are now offering similar programs but usually you get a percentage off your entire purchase if you apply for the card. I've done this with 2 other stores previously and the credit was deducted on the first bill.
I'm paying off the card when the credit shows and never going there again either. What a bunch of savvy crooks.

You did not get ripped-off, unless that check never came through the mail. Wal-Mart only sells the product, all other services dealing with the product are dealt with through the Visa company. There is no way Wal-Mart can refund you that money anyway; the employees cannot even contact the company themselves to sort something like this out.
You go to any other place that sells their own loadable Visa card and they would have had you get your refund through Visa too.

You have not been robbed. The company said they would issue you a refund. Wal-mart really cannot do anything to fix the situation. Its just like purchasing a money order, once purchased that money is gone to whatever bank backs the money order. Wal-mart no longer has that money. If the company does not return your money, THEN you have been robbed. I'm not sure how else you want them to refund your money?
The reason your daughter cannot get the card is no one under 18 can enter in to a legally binding contract. they do not need to put this on the packaging, its common sense. Any credit card, including pre-paid card, have a contract associated with them. Thus they cannot be used by anyone under 18. Wal-mart should not have sold your daughter the card, IF they knew she was under 18. Since they are not entering in to the contract with your daughter they are not concerned about it.
As for the overseas company having your information, get used to it. Just about every bank and credit card outsources their customer service overseas. bank of america uses the philippines, this particular company uses india. You are not going to find a major nationwide bank that does not use overseas agents in this modern day.
