Walmart MoneyCard Visa Prepaid Visa Gift Card Milford Delaware

 On April 22, 2014 I went to the Walmart located in Milford, Delaware 19963 and purchased a " Walmart MoneyCard Visa". When I went to the registrar to make my purchase of $3.00 for the card, I was told by the cashier that I couldn't buy the card without loading the card with any given amount, first.

I was willing because I needed a card with a Visa logo and because of personal reasons couldn't open a traditional account via bank, so I've purchased prepaid products regularly; However, they didn't accept the America Express Secure Card so I went to the ATM machine to withdraw $20.00 that charged me a $2.00 fee for the transaction, then returned to the registrar to continue the transaction. The Cashier told me to activate the card online or use the number associated with product. I did so IMMEDIATELY, once I was able to get to a computer. I finished the online application and at the end of the process was informed by the system that they could not issued me a " Personalize Card"-reason: The information entered couldn't be verified  and was required via Federal Law. This information I provided is straight from my drivers license, mind you!

Now, I call customer service and wanted to know what the problem was and how it could be corrected so that I could proceed through the process only to be disappointed to find there was nothing that could be done and that the process was FINAL!

If I had know, that this kind of verification would prevent me from using the MoneyCard Visa immediately, I would have choosing another prepaid product outside of GreenDot, their partner. Instead, my money trapped into Walmart MoneyCard Visa, which I was forced to use as a "Gift Card" only in Walmart Stores.

I just think that Walmart's MoneyCard Visa, even though it advertised on the back of this package this personal verification process, that it wasn't a GUARANTEED PREPAID VISA CARD
