buydig.com Misled me on how to return and item, resulting in $1900 loss to consumer Internet

I purchased a Canon 24-70mm f/2.8II on December 26 via an eBay auction. I contacted them on January 2 to cancel the transaction. They informed me to refuse delivery of the item which I did. Due to the method of shipment, which was Fedex then to th USPS, there was confusion once the item was rejected. The company never refunded my money and has stopped responding to my requests. Due to the fact that it was refused, eBay states its not eligible for Buyer Protection becuase I never had the item. Paypal said I had 45 days to file a complaint, but the messages from the company promised a refund so I had no reason to file. Now that the deadline has passed, I was told that I am out of luck. Since the transaction was ACH from my bank, I have no recourse there either. I am out $1900 on a lens that I never had. I want my money back or my lens, at this point I dont care which.
