Ioffer Took my money for items but never received items nor refund San Francisco California

On Dec 2nd I ordered a purse, seller waits a week to write me and inform me that they do not have that particular purse in stock so I wrote them back and we agreed on a more expensive purse if I paid the balance, but then all of a sudden the seller stops responding, refuses to refund my money and refuses to sell me the new purse, and now it’s a month later and the website Ioffer refuses to do anything to help my situation. Now all the sellers on that site are no longer allowing you to use PayPal when purchasing items so they do not protect you in any type of way, Ioffer does nothing to help the consumer, I have been trying for weeks now to get my money back or get the items that I have ordered and neither have been successful, I have three other items that I ordered from other sellers on that site that have been in shipping for weeks now that I have never received,

if I don’t receive them by January 2 which is the last day of the delivery time frame, then I will officially have been ripped off by four different sellers on that website, and Ioffer tries to do everything in their power to take no responsibility. If you’re going to run a website like this you need to protect the consumers, but consumers can’t even get a response from ioffer let alone be protected by them. This site should 100 percent be removed and they should be held accountable for what they are doing to us. And consumers need to be warned to not waste their time or money with this website, when you start to read reviews, Facebook posts, etc. you will see I am one of thousands with the same issue, and I have found out that the reviews they post on their site, the reviews I originally went by, are not from real consumers, they are people who are either paid by the seller to post a review or the seller will create fake accounts to post fake reviews to trick the consumer. How does website has even been running this long I really don’t understand.
