Centurylink 90% decline in internet speed, still charging same price, $200 cancellation fee Internet

I was with centurylink for two years without an issue. I moved from Plymouth, MN to Brooklyn Park, MN which is 19 miles apart. I went from around 40 Bpms speed, down over 90% to less than 3 Bpms speed. When I complained they didn't care. They won't let me out of a verbal yearly contract I made when I was getting the faster speed without charging me a $200 cancellation fee. Trying to cancel cost me an hour of my life while they kept passing me from one department to another and keeping me on hold forever. This practice should not be legal. You can't sell a service and have the delivery be less than 90% of what you expected but still be expected to pay for it. Our internet is horrible at this location. You can go on their facebook page and see person after person experience similar or other problems. How are they allowed to operate this poorly?
