Ioffer, Paypal allows ioffer sellers to scam buyers with no protection, Internet

I just got scammed by a seller on ioffer and paypal said "sorry we can't help you". I purchased a pair of boots on ioffer or so I thought ( dumb newbie). I got a message from ioffer a few weeks later asking if I had received my item. I not had not, I was still repeatedly asking the seller for a tracking number. A package finally showed up after I filed a dispute on Paypal. When I saw the package size I knew I had been scammed and I should have refused to sign for it; but I did write on the confirmation slip "very small package".

I called Paypal right away to let them know that I had been ripped off. I told Paypal that the seller sent a cheap plastic wallet instead of my boots and the paypal agent said "theres nothing we can do to help you because the seller sent something and the tracking number matches".

I know the post office has a record the package size and the tracking number on the package, which would clearly prove that the seller never shipped the boots I paid for. But maybe the Government will take this information in to consideration and force Paypal to start hornoring these purchases and shut down the ioffer dishonest sellers.
