American Home Shield Failed to honor contract

We paid for a home appliance warranty policy with American Home Shield when we recently purchased a new home.  A few weeks into our new home, the dishwasher rack came off the rails due to several worn out plastic rollers, so I called AHS to get them to address it.  They charge me $75 to get a contractor to check out the problem.  Contractor says they will order the parts and call me back for an appointment where they will return to fix it (It's a small, low-value job).  So I wait.  Three weeks pass, and I hear nothing from neither AHS or the contractor.  I call AHS.  They said to call the contractor.  Contractor said they told AHS two weeks ago that they "couldn't find the parts."  I mentioned that to AHS.  AHS said, "oh, yeah, that is correct.  We sent them an email asking them what the next step is, and haven't heard back."

Smelling a time-consuming, frustrating rip-off in progress, I ask for a refund of the $75 since nothing was done.  AHS rep from the Philippines says they cannot do that.  I say, "yes you can, you are a for-profit business and have revenues."  I ask to speak to her manager.  She says manager will call me.  Nothing.

By the way, I Googled my dishwasher brand and found the spare parts, which were around $10 (should have done that before paying $75).  Obiously the contractor lied; they just did not want to low-paying job.  They want big repair jobs that cost several hundred dollars or more.  They took my money with the help of AHS, and didn't do anything.

Also, it appears AHS tried to purge me from their system.  I entered my address and policy number into their automated system, which said there was no record of me.
